  This training provides an overview of how the Harris County Sheriff’s Office (HCSO) Crime Analysis Division applies statistical, geospatial, and intelligence analysis to support law enforcement decision-making and crime reduction strategies. The presentation will demonstrate how crime analysts transform data from Records Management Systems (RMS), Computer-Aided Dispatch (CAD), and other intelligence sources into actionable information and analytical products for command staff and operational personnel. 

  Law enforcement agencies are increasingly required to make timely and informed decisions using large amounts of data from multiple sources. A performance gap can occur when available data is not effectively transformed into actionable intelligence or when decision-makers and operational personnel do not fully understand how crime analysis can support their missions.

  Speaker bio:  Isis Garcia has been with the HCSO for over 14 years and served as a Crime Analyst in the Traffic Enforcement Division and then in the Crime Analysis & Intelligence Division (CAID) for over 8 years before becoming a manager in November 2025. She has a bachelor’s degree in criminal justice from the University of Houston. She currently oversees all operational, analytical, and administrative functions that support data-driven law enforcement strategies and leads a team of analysts responsible for researching, collecting, and analyzing criminal and intelligence data to identify crime trends, patterns, and emerging threats that impact community safety and service delivery.

  She has trained in various topics to include Microsoft Excel, PowerBI, Esri ArcGIS Pro, MicroStrategy, Open-Source Intelligence, Crime Prevention Through Environmental Design, and gang-related topics.

  Provide information to assist in identifying Domestic Violence Extremist (DVEs) groups including Nihilistic Violent Extremist (NVE) groups with a presence in Tennessee.

   

  Stacy Shotwell serves as a Criminal Intelligence Analyst assigned to the Fugitives, Gangs, and Criminal Case Support section of the Tennessee Bureau of Investigation’s (TBI) Criminal Intelligence Unit located inside of the Tennessee Fusion Center.

  At TBI, Ms. Shotwell focuses on Domestic Violent Extremist Groups, the Tennessee Blue Alert Program, and Strategic Intelligence. She also serves on the National Fusion Center Association Analyst Council Training Task Team, contributes instruction at TBI’s Special Agents’ Academy, and is a member of the Criminal Intelligence Unit’s after-hours emergency response team inside the Tennessee Fusion Center.

  Stacy holds a Bachelor of Science in Psychology from Lipscomb University and a Master of Science in Criminal Justice with an emphasis in Forensic Psychology from Liberty University.

  This training is designed to inform law enforcement professionals about the current threat of transnational organized crime (TOC), specifically as it pertains to the state of TN. The training will go over what TOC is, who are the Transnational Criminal Organizations (TCOs) in TN, and the impact of the Foreign Terrorist Designation on TCOs.

  Emily Knight serves as a Criminal Intelligence Analyst assigned to the Fugitives, Gangs, and Criminal Case Support section of the Tennessee Bureau of Investigation’s Criminal Intelligence Unit located inside of the Tennessee Fusion Center, bringing four years of professional service to the team.

  Emily began her career in the private sector in 2022 as a Global Security & Intelligence Analyst supporting pharmaceutical clients in Cambridge, Massachusetts. In this role, she was responsible for intelligence monitoring, threat assessment, and global security reporting, establishing her foundation in intelligence analysis and corporate risk management.

  Prior to joining the Tennessee Bureau of Investigation, Emily spent two years in the private sector before transitioning to the Metropolitan Nashville Police Department, where she served as a Case Coordinator in Legal Resources. In this capacity, she specialized in case support and administrative coordination for criminal proceedings, contributing directly to departmental workflow and investigative efficiency. At TBI, Ms. Knight focuses on Transnational Organized Crime, Gangs, and Strategic Intelligence. She is also a member of the Criminal Intelligence Unit’s after‑hours emergency response team inside the Tennessee Fusion Center.

  Emily holds a Bachelor of Science in Criminal Justice and Spanish from Westfield State University and a Master of Professional Studies in Homeland Security – Counterterrorism from Pennsylvania State University. Committed to technical excellence, she has also completed the U.S. Department of Homeland Security’s Basic Intelligence and Threat Analysis Course, the Tennessee Bureau of Investigation's Instructor Development Course, and the Tennessee Gang Investigators Association Basic Gang Specialist Course.
